Sir, This morning I received the enclosed Invoice of the Clothing at Portsmouth; the statement that accompanies it will show how the Clothing was forwarded, and the quantity which it is presumed was delivered by Lieutenant Hale to his recruits — Those remaining had I think better be placed in the hands of the nearest Recruiting Officer of the Corps to which the Clothing belongs — I am, Sir, your most obedient Servant Samuel Hodgdon James McHenry, esq^r. Secretary of War. — [542] Philadelphia. 20 Aug 1799. Sir, Your letter of the 3^d instant came duly to hand. Agreably to your request I enclose a Duplicate of the account and Vouchers that was lost with the Money forwarded; which I hope will get safe to hand as I have no other evidence of the payment — The money forwarded and lost has never been refunded by the Bank, but as you have charged it in your accounts as you have a right to do, the business will be brought to a conclusion — I presume it will eventually be received of the Bank, for the notes have never been presented.
