Pittsburgh 16^th August 1799. Sir, I have this moment received your letters of the 7^th and 9^th instant, the former covering a Statement of the progress made in Settlement of Deputy Commissary Accounts. and which I am sorry has been deferred so long; but in the progress you have made I am astonished that on the bare assertion of M^r Day (and which is an absolute falshood) you have charged me with provisions delivered at Oswego and Niagara. If you will take the trouble [strikethrough: undecipherable] to Col.° O'Hara he will inform you that I never had any Agency either in Commissary or Quarter Master departments of these posts, nor did Major Kirkpatrick ever mention them to me untill his return from Settlement of his accounts, & then only to tell me that he had not settled the Accounts of these posts. I shall shortly endeavour to forward such Vouchers of issues as have not already been sent you; but for the Consumption at Marietta I never could obtain more satisfactory Vouchers than the Commissary Lincoln's receipt that provisions were deposited at that post for the use of the Militia, (called into service by order of the Secretary of War,) under the command of Col.° Sproat, who ordered a distribution of Provisions without Regularity.
