Defends his actions surrounding the appropriations for the defense of Baltimore, promises to transmit all his correspondence with the Baltimore Naval Committee to Adams, as well as information on the fortifications at Boston. Explains specific reasoning of the medical establishment regulation act. Discusses possibility of a limited filling of some of the offices created by this act. Recommends certain individuals for these purposes. Appended are "An Act to Regulate the Medical Establishment" of the U.S. Army, and a list of the names of those who have applied to be appointed chaplains in the army of the United States.
