On examination of your provision account it is necessary to make the following remarks, viz: That the debts stated by you agrees with the abstracts furnished by Scott & Ernest to the Treasury, and on which payment to the contractors has been made — The deposites at Fort Randolph are receipted for by you, but not introduced in your account. — The articles received at Le Boeuf from General Wilkins are charged in your account — my Office possesses no documents to corroborate this charge independent of your account — The articles deposited at Oswego, and Niagara are charged to you on the declaration of M^r Day, who says those places are in your district, both in your Muster Master and Commissary capacity — The provisions received from James O'Hara are deposited at [undecipherable: Pittsburg?], Franklin, Presque Isle, and Le Boeuf, are charged from the abstracts furnished at the Treasury, and in which payment to the contractor has been made; that these abstracts do not agree with the amount as stated by you, to the debit of your account, although all the abstracts are actually signed by you. — The purchases at Presque Isle, and the articles furnished by Scott and Ernest since the period of their contract to your debit, rest on the statement made by you alone. — Remarks on the credit of your account — That you have received [strikethrough: undecipherable] credit for all provisions, [undecipherable] at Fort [Fayette?] from April 1793 to [undecipherable] 1797 in [undecipherable] at Fort Franklin from April 1793 to May 1797. — at le Boeuf from 16 July 1793 to 31 May 1797. — , Presque Isle from — July 1793 to May 1797. — and for [undecipherable] issues at [undecipherable: Cayosaga?] in the year 1795, you have also been credited — as were — as for all provisions delivered at Pittsburg, Franklin, le Boeuf and Presqu'Isle at the claim of the commissaries — You have also received credit for sundry issues at Galliopolis in April, May and June 1795, for issues by James [undecipherable] O'Hara in October 1790, for issues by James McMakins from April to September 1793, in March 1796, for sundry losses and provisions damaged as stated by you you are also credited by a percentage on each article which constitutes the ration — in the same proportion as M^r Day's Kirkpatricks agent was credited in the settlement of his accounts. After all these deductions the following provisions appear to your debit — 199,737 10/[undecipherable] pounds of Beef 130,044 10 Flour 853,130 Gals of Whiskey 17,490 ¾ Rations of Rice 454 10 pounds of Soap 734 8 Candles 736 ¼ Rations of Vinegar — The Article of Pork Contributes 339¾ pounds. — It is observed that issues have been made at Marietta, and Randolph, Beaver Block House and Galliopolis, which have no accounts of receipt from Galliopolis and from there for 3 Months only; and those at Niagara and Oswego large issues have certainly been made of which I possess no information. — It is probable that when these papers are received the account will [undecipherable: mean?] — a little less and the large debit here exhibited against you on a great measure will be done away.
