You having made considerable advances to Mr [undecipherable] [undecipherable: Contractor] on account of his supplies to the Garrison of Fort Norfolk as is appearing on the [undecipherable: settlement] of his accounts that he owes the United States the sum of Three thousand one hundred seventy five Dollars [undecipherable]/100 to be yet accounted for I thought it my duty to inform you thereof, after [undecipherable] your more particular information.
