Your account of supplies to the Garrison at Fort Moultrie in the first quarter of the present Year has been along time suspended in expectation of receiving your answer to my letter of the 25 May last; whereby, the difficulties & objections to some unauthenticated Vouchers on your account might probably have been obviated — your Silence, and a letter from the the Secretary of War upon the Subject of Contractors accounts (some passages of which I shall hereafter quote) for your future government) has induced me to make a partial Settlement of your account, deducting the amount of the unattested vouchers amounting to eight hundred eighty one Dollars & ten being amounts paid by you for Mr D [undecipherable] (McKilloughy) by order of Capt Blackham for work at materials furnished for the Repair of Fort Moultrie barracks — Subject to this condition that Should you furnish regular bills & receipts of those persons stating the different items which compose the aggregate amount of their accounts now returned — & Satisfying being from Capt Blackham of the authority by which he directed the four expenses you incite these he at liberty to resume your demands —
