I have received your letter of the 23d June last, enclosing your account Current & vouchers therein referred to for Settlement.
On examining your Bouncing acct I find that you have paid the Sum of fourteen [undecipherable] Dollars as bounty to ordinary recruits, enlisted between the periods of the 12 August 98. & 17 Feby 1799 — whereas the Act to augment the Army passed the 16 July 1798, only allows a bounty of 12 Dollars to each Recruit who may enlist after the passing of said Act — the further examination of your accounts will therefore remain postponed until you acquaint me by what authority you paid the Bounty aforesaid —
All advances of money on acct of the Recruiting service or for pay, are in future to be made by the Paymaster Genl who is now on this duty to whom application must be made accordingly —
