Sir, The lot purchased on account of the United States, in the vicinity of Philadelphia and intended as the site for a Laboratory, Arsenal and other Public Buildings, you will be pleased to pay the purchase money for, according to the agreement made by Cap^t. Elliott for the same. You will also pay the expences incurred by surveying it, as well as other incidental expences, usually paid by purchasers. Previous to making any payment, you will consult M^r. Rawle the Attorney of the District upon the validity of the Title, and also take his advice respecting the sufficiency of the Deed of conveyance to the use of the United States. It is indispensible that the erection of a Laboratory and Buildings connected therewith be commenced on this ground as expeditiously as possible, either by contract or otherwise, to effect which you will take effectual and prompt measures.
