I have to acknowledge the receipt of your Letter of the 23 Ulto enclosing the Account Vouchers of Mr Fletcher Contractor for Supplies furnished Capt Clarks recruits at Richmond on May 4 June 1799 which has his [letter?] a balance of two hundred Seventy eight Dollars 23/100 reported in his favor which sum will be transmitted to you by the Treasurer of the United States to be by you paid to the said Mr Fletcher upon his granting you the necessary receipt.
I inclose you my letter to Mr Fletcher which you will please to forward to him.
