Enclosed is my letter of the 2 inst to the Secretary of War, upon the subject of Major Francis Huger. [undecipherable] having (by the previous return of Fort Moultrie) for the month of June, drawn double rations as [undecipherable] officer from the month of March to the last of June, for which the Secretary of War replies in the back of the form that it would be proper for me to apply to you for the information required you having had the appointment of Major [undecipherable] to the command at [undecipherable] Islands, you will therefore be pleased to advise which of these two Officers are to be considered as the Commandant and at the same time return me that enclosed letter.

I herewith hand you for examination the Accounts of the following Pay masters together with an abstract of their charges Standing to their debit in the Books of this office. Viz:
