I have received your letter of the 18th enclosing an account of Prince McKinney's [?] damages sustained by him on acct of the erection of Public Stores in his own Fields. It appears to me that the account is of a nature to be [paid] by the Contractor being a proper charge on the Quarter Master Department. I accordingly return you the documents for which it is to be transmit previous to payment, the necessary Certificate & order of the Commanding Officer.

Your accounts & vouchers for supplies to the Recruits at Richmond under the command of Capt: Samuel [undecipherable] on May & June 1799 amounting [undecipherable] Dollars [undecipherable] has been settled and the amount of the rations erroneously deducted —
One being so much paid Lt. B— for rent of a room occupied by Capt: [undecipherable] 10 Months @ 3 Dollars p. month. Charges of this kind are inadmissible — if troops or barracks having already taken for this [purpose] at a very high rate, the same cannot be admitted only under particular circumstances sanctioned by the Secretary of War.
