It may be proper also to observe that certain regulations have ought to take place to govern Officers in their requisition on the Storekeeper. The latter considers therefore [undecipherable] obliged to refuse on the Returns of the Officer & he being unacquainted with the nature of the articles proper to be furnished by the Storekeeper the consequence is and always will be a difficulty in the settlement of these accounts & the Storekeeper of course becomes dissatisfied by his accounts being suspended having good reason the impression that the Officer requisition is a sufficient Voucher.
