In reply to your letter of this day I have to observe that not one amongst the accounts which come within the meaning of the 13th & 19th Articles of Rules & regulations receiving the Bounty, bonus & not this from Instance be presented to the Pay master General. Those which relate to the 13th Articles may be separately rendered & settled by him & the accounts for subsistance rations under the 19th Article may be charged & included with the Officers Recruiting accounts when they shall render them to the Pay master best for fulfillment —
