Sir,
As the Officers will be desirous to have their accounts settled and paid for expenditures arising under the Fifteenth and Sixteenth Articles of rules and regulations respecting the Recruiting Service, it is proper they should be informed of whatever may be necessary to enable them to make the said Settlements. You will therefore be pleased to report with whom such accounts may with most propriety be settled and such other information as may be necessary to facilitate the same and obviate as far as possible delays or embarrassment to the parties. —
