Philadelphia, 24 July 1799
Sir,
It is impossible to know what Kind of Cloathing, or the particular articles are contained in the Hogsheads mentioned in the enclosed letter. I rather think they are for the Regiment of Artillery — If any recruiting parties remain in New Hampshire, it may be well for Mr Rogers to ascertain the contents of the Casks and deliver the Cloathing to the nearest of them, taking two receipts therefor, one to be forwarded immediately to my office, and the other to remain with him to be used here after as occasion may require —

Sir,
The Secretary of War has shewn me your letter to him of the 16th instant on the subject of Cloathing — Before any order can be taken on it, the contents of the Hogsheads must be known. Be pleased to have them opened and an accurate Inventory of their contents made and sent to me as early as convenient, the Kind of Cloathing as well as the particular articles to be inserted in the Invoice —
