Portland 10.^th July 1799. Sir, Be so obliging as to inform me thro' what channel I must make applications for clothing. Whether they be made immediately to you — to the department of war, or to Gen^t Hamilton. I never have been regularly instructed; nor can I [strikethrough: but] satisfy myself on this point by any enquiries I have made on the subject. — If it be proper to make them immediately to you, please to consider this as an application for a second year's clothing. I have received and issued every necessary article for the last year, and a new one will commence on the first of next month. As the distance is great, and as difficulties may occur in procuring immediate and safe transportation, I conceive it proper to make this application in season. Please to recollect that clothing for a full Company will be necessary — and perhaps for more, as I am still recruiting.
