Mr John L Post Contractor has exhibited at this Office for Settlement his acct of supplies to the Troops at Fort McHenry from 1 Jany to 30 June 1799, wherein I observe so many charges of an extraordinary nature especially in the Quarter Masters Dept. that I conceive it absolutely necessary before I can make a Settlement of his accounts that you should forward to this Office all the original returns upon which your certificate on the Contractors General Abstract are founded —
As I observe the vouchers for fuel & Straw are done without form or rule I take the liberty of enclosing to you the regulations for that purpose to which I request your particular attention —
