A letter from the Collector of New Port informs me, that great difficulties are experienced in providing accommodations for sick seamen & Marines in that Town— in consequence of which he suggests the expediency of erecting a building on one end of Goot Island, or Rose Island, the property of which is vested in the US.
It seems that Col. Touzard has been consulted and that he [strikethrough: likewise] recommends, the erection of a proper building on one end of Goot Island, where by a fence all improper connection with the Garrison may be prevented.
Such a building as is wanted for the temporary accommodation of the seamen will be no expence for the Military. I have therefore to request, that you would direct a suitable building to be erected [strikethrough: [undecipherable]], unless some objection occurs to you, which with which I am unacquainted.
