Accountants Office July 16 1799 Sir, Mr. John d'[undecipherable] Contractor has exhibited at this Office for settlement his acc't of supplies to the troops at Fort Wolcott from 1 Jany to 30 June 1799 wherein I observe so many charges of an extraordinary nature especially in the Quarter Masters Dep't. that I conceive it absolutely necessary before I sanction a settlement of his accounts that you should forward to this Office all the original returns upon which your certificate on the Contractor General Accounts are founded. As I observe the vouchers for Fuel & Forage are done without form or rule I take the liberty of enclosing to you the regulations for that purpose to which I request your particular attention.
