I have thought it no [undecipherable] to sign the warrant for his execution, I return it enclosed with [undecipherable] his [undecipherable] letters, [undecipherable] the more [undecipherable], that a commission is not the conclusive evidence of [undecipherable] [undecipherable]. But as [undecipherable] may stand, [undecipherable] popular objections of the heads of depart[ment] have any [undecipherable] doubt in the case of [undecipherable] that you may submit this to them also.
