Philadelphia, 12 July 1799
Sir,
I have recieved your letter of the 5th instant — I have not known of the Quarter master's arrival. The it is possible he may be here — I am suprised at the march of the Troops from Pittsburg for Bristol — it is retrograde with a vengeance — I am also suprised at the account you give of the Cloathing — the Purveyor says he does every thing well — few others understand the subject of supplies — this does not look like superior knowledge and attention — The 4th of July has been forfeited and I hope Thanksgiving — Kept. General is expected hourly from Orleans —
your most obedient Servant,
Samuel Houquen—
Major Issac Craig.
