Herewith will be handed you the vouchers for the pay ments of the Volunteers for their services on the late North-ampton Expedition. — you will find mustered in [undecipherable] to the Troops: a Surgeon, Quarter master, extra Lieutenants and sundry black men — There being no law authorizing payments to [those?] persons, I have submitted the question to the Secretary of War for his opinion. in reply to which he has instructed [undecipherable] to have recourse to the Muster N[undecipherable] Payrolls of the Militia employ-[ed] on the Expedition to the Westward in

Some of the Muster Rolls herewith which are not certified by the Inspectors were incomplete when he [Capt. [undecipherable]] left Philadelphia, and were certified by the Captains commanding the troops respectively by order of General MacPherson. —
