Philadelphia, 5 July 1799. Sir, I have received your letter of the 25 Ulto. — I am sorry you are put to any inconvenience by your engagements on Public account. When I receive your accounts and vouchers for the expenditure of the two thousand Dollars advanced by me in the Quarter Master's Department I answered them to my own, and immediately returned them to the proper Officer for adjustment. If there has been any delay in consequency Scruples raised by him, no blame attaches to me. He informs me he has wrote to you on the subject, and has stated the difficulties which have prevented a Settlement. Until these are removed, and I am informed what Credit my account will have from your disbursements 'tis impossible for me to make any further advances. — M^r Simmons informs me he is going to your Country and means to take the accounts along with him, in order the information he may obtain on the Spot will enable him to complete the adjustment. — I have done and shall continue to do all in my power to enable you to discharge all your engagements on account of the public, and I will keep you advised what progress is made. — By a letter received from Major Thorsile, [undecipherable] the 12 Ulto.
