I now forward you the proposals of Mr. Wm Ghee for supplying the Rations in the District contiguous to [undecipherable: Knoxville?], as set forth on your advertisments, and should his offer meet my acceptance, I am ready to inform you that he is a person that may be depended upon for character, activity and industry, and one I think would endeavour to give satisfaction to the troops, and those he is applied; and that he will give good security for the performance of his engagements.
