Sir, War Department 1.^st July 1799 — You are hereby directed to remain at the Garrison at Fort Mifflin on Mud Island in the quality of Quarter Master & Superintendent of Artificers and workmen. On entering upon your office, you will take an exact Inventory of the Ordnance, Gun Carriages, and every kind of public Stores on hand, and will regulate your returns to the Commanding General, Superintendent of Military Stores, and Quarter Master General, by such instructions as you may receive from them from time to time — The superintendent and Quarter Master General, will be directed to furnish you with instructions relative to the form in which you are to keep your Books and accounts, and the returns proper to be made to them respectively. All articles wanted for the Troops or Garrison will be issued on the order of the Commanding Officer for the time being, all materials required for the Works Building or construction of Carriages, to be delivered to the order of the principal Builder or Constructor — You will take care of all materials already, or that may hereafter be provided for erecting the Works of public buildings, Gun Carriages or for the use of the Garrison. You will pay particular attention to the fabrication of Gun Carriages, and take care that the materials which compose them are good and the several parts put together in a workman like manner You will take the General superintendance of all the Artificers that belong to the Garrison, and will designate the work on which they are to be employd — You will certify the number of days or parts of days that Artificers not belonging to the army, and laborers employed by the Public at the Garrison respectively work, in order that their accounts may be paid by the person appointed for that purpose. As a compensation for the performance of the services herein enjoined, You will receive Sixteen Dollars p^r month in addition to your pay, and emoluments in the line of the army.
