You will receive inclosed, Abstract of Articles purchased by Joshua Cross Agent of Distributions for Maryland Militia in the months of April & May 1799 for the amount of which he will receive a Debit in the Books of this Office the [undecipherable] application [undecipherable], you are to hold him accountable.

I some time since reciev'd from D. Norma[n?]
J. Parker Commandant at [undecipherable] a letter & Pay Roll of the men employed at their Post as extra Duty charging them for in addition to what is allowed by law [undecipherable] & [undecipherable] Dollars per month, and his own name as Commissary & Quarter Master @ 30 [undecipherable] per month, on this act[.] [undecipherable] on the [undecipherable] was inadmissible, he has since written to me on the subject [undecipherable] date [undecipherable] he [undecipherable] on, on which he informs me that by a letter recd. from the Secretary of War in answer from him on that head, his account should be allowed —
As receive his charge I mean to inform him that his pay as Quarter Master if duly appointed to a Regiment agree to law will be allowed, but that as Commissary cannot be admitted through this Office — that if he has been appointed to those names by the [undecipherable: Junior?] [undecipherable]
