I have just received your letter of the [undecipherable] enclosing the receipts of draft toward Williams of [undecipherable] dates one for $9 [undecipherable], the other for $0 [undecipherable], which will be entered to your credit on the Books of this Office—
The same letter informs me that you expected when you formed a contract with William [undecipherable] for supplying the Armourers at Springfield that he was to receive 2 Rations & Grog for [undecipherable] & [undecipherable] ammunition on the [undecipherable] agreed, to which his accounts are now settled and a balance of $[undecipherable] reported in his favor, which [sum] will be transferred to you by the Treasurer of the United States, to be by you paid to the said [undecipherable] upon his giving you the necessary receipt—
