Major Gen^l Alex^r Hamilton. New York. Accountants Office June 21 1799 Agreeably to the act of Congress of the 8^th May 1792 intitled "An act making alterations in the treasury & War Departments." This Office was [undecipherable] from the Department of the treasury with its [undecipherable] under which its duties were to be [conformed?]. They also [undecipherable] those of the Quarter master General, and it appears to have been the intention of the [undecipherable: probable reading "Constitution"] or was so that act of Congress, that all accounts for the Pay Subsistence & forage of the Army should on the first instance be [undecipherable] by the Quarter master General by making the payments on proper muster & Pay rolls. But in consequence of the [undecipherable] detention of the Quarter master General it became necessary that the Pay & of the troops attached from the main Army should [undecipherable] a different course; and this Office was fixed to make the payments. In consequence of which its duties have so [undecipherable] from the number of subordinate settlement[s] made as in a great degree to prevent the settlement of accounts especially designated by law making it necessary to suspend for want of [undecipherable] [undecipherable] their examination. Having [undecipherable] that the Quarter master General is now at [undecipherable: probable reading "Reading"] I have done myself the honor to represent these circumstances to you that you may if you are in your [undecipherable] [undecipherable] so proper, order him to this place to perform those duties which by law were contemplated to be performed by him. I have deemed this representation [undecipherable] the more necessary to be made to you from the great number of suits lately attached to this Office, the performance of which will be greatly retarded unless the settlement of subordinate accounts are [undecipherable]
