[82] Cap^t Abner Frow Accountant's Office Sir June 20 1799 I have received a letter from D^r James Irwin dated at Cincinnati the [last?] half enclosing your Accounts & Vouchers for expenditures in the Indian Department; but before an examination can take place it will be necessary for you to furnish the authority under which you acted, for particularly [state?] all [sums rec^d?] by you [from whom?] [also?] to attest to the balance due to you from the United States— I am &c W. S. --- Cap^t Samuel Vetts June 19 1799 Boston Sir Mr Clement Winchester has exhibited his accounts for April & May 1799, at this Office for settlement, among which are charges for the amount of D^r 324 [?] for expenses for repairing the Barracks at Castle William [done?] by your order. Inquiry has been made at this Office to know by what authority you directed the said repairs, and none could be found; untill it is shewn by what authority you ordered the pay of the [cost?] it will be deducted from the Contractors accounts — as it is usual in repairs of that nature to transmit estimate to the ho[?] of [War?] for his approbation &c.
