I have received a letter from Ensign Hugh McTate under date of the 20 Ult: inclosing Triplicate Muster & Pay Rolls of a Detachment of Militia commanded by David Williams & stationed at Fort Kings from 28 Novr 1796 to the 30 May 1797, a copy of the letter of Lieut Wells Testificant, and receipt of Pay Master Wells, I herewith inclose to you, and request that you will offer to meet your remarks thereon, as early as may be. I have deemed it most proper to await your report thereon before I enter on the claims, knowing that you are acquainted with most of the circumstances attending the calling out of the Militia of the State of Georgia as well as paying them — you will observe that it is alleged that the reason why payment was not made, was the want of their being regularly mustered, at the time when the other troops were, that they were considered as part of the frontier force, without pay by the federal Government. of this however you will judge when you compare then with their muster Book & writings, and never unfortunately —
