The grounds for erecting the Laboratory, and other Buildings contemplated on, I am informed is purchased. A considerable time must unavoidably pass before any of the Buildings can be brought into use; but the erection of those first wanted ought not to be procrastinated a moment— To save time and expense, I am of opinion the plan in its utmost intent should immediately be agreed on; then the Buildings first wanted will be assigned their situations, dimensions, and the materials for their Fabrication may be sought for without reference to the other Buildings: For this Service professional Talents are necessary, and in the end it will be found that Wisdom and œconomy prompted the measure of employing a [underline: suitable] person to provide all the Materials wanted, and to superintend the consumption of them in the Buildings— Many advantages will arise from such an appointment, such as having the receipts and expenditures accounted for by one person— Who will be an eye witness to the use, and prevent the abuse, or wanton consumption of the materials provided— I am certain that had I employed such a person to superintend my own Building, I should have saved one eighth part of the expense, and should have had a better House— Such a person was employed at the United States Bank, and the Committee for the building have informed me that great advantages and saving, as well as arrangement flowed from it: The same person may be employed now, and for a very reasonable compensation; he is a good Architect; is well acquainted with Building, well knows how and where, every species of materials can be had at all times; he does see that the plan adopted is accurately carried into effect— These are my Ideas for the speedy and profitable
commencing the works; and I believe much time and Money will be saved by adopting them, as is however respectfully submitted.
