Soldiers must pay for their own linen vests; they will not be furnished, but the idea could be introduced with the next contract. Encourages consideration of clothing cockades, eagles, and ruffles. Reports cartouch boxes under contract with belts and leather. Cross belts were too expensive. Concerned about comfort of soldiers.
