[468.] Sir, Philadelphia; 8 June, 1799. I have received the several letters you mention in yours of the 27^th ulto — my accounts will embrace those of yours mentioned in my Certificate — have been under consideration of the amount for some time past, many objections are raised and such as can only be answered by you— I shall endeavour to obtain a Copy of them for your perusal, that on the spot where the business was done the information requisite may be had, and the answer made— The business in the Quarter master's Department is now done by him, as he is ordered to reside in the City for that purpose— the accounts in that Department subsequent to those mentioned above, must be returned to and adjusted by him— you call any Certificate of Balance that would be due you, in case your Statement and Vouchers are examined, a Due Bill— this is wrong, it is a simple declaration to answer as a Memorandum for your information until the adjustment of your account was compleat— I am, Sir, Henry Glen, Esqr your most obedient servant— Samuel Hodgdon Sir, Philadelphia, 8 June, 1799. The return dated 1 Jan. 1784 for the Garrison at Whitestone point near Baltimore, mentions that there was on hand at that time 93 Single Barrels & 120 quarter Barrels of Powder— for the return dated 1 June 1797, the article of powder is omitted; the pursuing extract from a certificate annexed thereto will shew the reasons of the omission— "We have not included the powder in the return because Mr. David Gee, the contractor in whose charge it was placed, could not ascertain the exact quantity left, & says there was a large proportion of it embezzled by the Keeper of the Magazine, to which a certain Company of whom he makes one, are accomplices the United States— He also says, there is a sufficient quantity in fine for present use, and that the Company is ready to account for the deficiency when called on— Signed, Messrs Morris & Co. Dyson— It may not be improper to remark that no powder has since been forward to Fort McHenry:— I am Sir, James McHenry, esqr. your most obt Servant,— Secy of war.— Saml Hodgdon— Philadelphia, 8 June 1799.— Sir, I have considered your remarks on Mr. Glen's letter relative to his claims on the public— As Mr. Glen's accounts were conclusively to be determined in your [undecipherable] it best to submit them in the first instance without any remarks of mine on them— they were handed to me because an advance of Two thousand Dollars had been made by me to Mr. Glen— A Certificate (not a due bill) was given him by way of Memorandum shewing that he has receipted for the whole amount charged in his accounts, which if accepted were to leave the balance due him as he states in his letter— I have shewn your remarks, to the Secretary of war, who thinks well that a Copy of them have been to be sent to Mr. Glen, and that while on the Spot where the business was done he may be enabled to obtain the additional evidence you call for— perhaps you may think it best to forward the Statement yourself, if not, and you will send them to me I will enclose them to Mr. Glen.
