Sir,
I have received the several letters you mention in yours of the 27th Ultimo my accounts will embrace those of yours mentioned in my Certificate have been under consideration of the amount for some time past, many objections are raised and such as can only be answered by you— I shall endeavour to obtain a copy of them for your perusal, that on the spot where the business was done the information required may be had, and the answer made— The business in the Quarter Masters Department is now done by himself as he is anxious to reside in the City for that purpose— the amount in that Department subsequent to those mentioned above, must be received and adjusted by him— you can any Certificate of Balance that would be due you, in case your Statement and Vouchers are in a Due Bill— this is wrong, it is a simple declaration to answer as a Memorandum for your information until the adjustment of your account was compliance—

The return dated 1 Jan. 1794 for the Garrison at Whitestone point near Baltimore, mentions that there was on hand at that time 93 Single Barrels & 120 quarter Barrels of Powder— for the return dated 1 June 1797 the article of powder is omitted; the printing extract from a certificate annexed thereto will shew the reasons of the omission.— We have not included the powder in the claim because Mr David Poe, the contractor in whose charge it was placed could not ascertain the exact quantity left, & says there was a large proportion of it embezzled by the Keeper of the Magazine, for which a certain company of whom he makes one, are accountable—
