The Secretary of War has this moment in favor Samuel Lewis Clark in the War Office for three thousand Dollars which he is directed to Transmit to you on account of the Fortifications existing at New London Claim for which you are Charge Also accountable on the Books of this Office. On receipt thereof you will please to forward to him the necessary receipts —
