Pittsburgh, 31^st May 1799 Sir, As it is probable my letter of the 10^th instant may have escaped your Notice — I am still under a necessity of informing you that the Q^r M^r Gen. says — he has no Superintendance nor controul over the Ordnance & Hospital department — he therefore considers it improper to admit Accounts of Expenditures in either to be charged to his Department — consequently an Account of Pay of an Armourer very necessarily employed in cleaning & repairing the small Arms deposited at this Post — is suspended until your pleasure is known respecting it As also an Account of Medicine furnished by Doc^tr Hugh Scott for the Garrison of Fort Fayette by order of Cap^t Turner — I have therefore to beg of you Sir, to inform me of the mode in which these and similar Accounts are to be settled — On the 24 inst I sent forward on board a large flat bottomed Boat all the Chickasaw Indian Annuities addressed to the Commanding Officer at Chickasaw Bluffs and by same conveyance Sent forward all the Hospital & Dr M— Stores destined for the Posts on the Ohio and Mississippi — Doctors Cornwall and Rippey took a Passage on board this Boat — The Troops stationed at this Post and Presque-isle Viz Cap^t Turners & Cap^t Lyman's Companies have been paid up to the first day of April last — And I should have made a Requisition for Money to enable me to make further Payments to these Companies had I not expected that Major Swan (who has not yet arrived) may make some new Arrangement in this business By the Arrival of Ensign Coote from Loftus' Heights I received a Packet from the General addressed to You which goes forward by this day's Mail — I am Sir, Honourable James McHenry Your obedient Servant     Secretary of War J.
