Lieut. Carleton Walker Pay master to the 6^th Reg^t of Inf^y commanded by Lieut. Coll. James Reed — Accountants Office May 29^th 1799 Sir you have been appointed pay master to the 6^th Reg^t of Infantry commanded by Lieut.Coll. James Reed it is proper that you should be furnished with the necessary Instructions to guide you in your duties — The Pay master Gen^y whose duty it is to furnish them being absent from the Seat of Government, I will proceed to state such as the payments you are now about to make may require and will furnish from time to time any additional instructions which your subsequent payments may make necessary. The Law of the 3^d March last provides, that the several Regimental Pay masters shall give Bond in the sum of Five thousand Dollars, with one or more sufficient securities, and take an Oath for the faithfull discharge of the duties of their Office respectively, I have accordingly transmitted to Griffith J M^cKee Collector a blank bond conditioned as abovementioned and a form of an Oath to be taken by you— both those Instruments are to be completed previous to your entering upon the duties of your Office as Pay master. This being done to his satisfaction he will pay you the sum of four thousand six hundred & twenty eight Dollars, being the amount of an Estimate of four months pay & Forage of the Officers of said regiment, for which you will give him the necessary receipts holding yourself accountable to the Accountant of the War Department. I enclose you a copy of said Estimate for your government. You will also receive the sum of Three thousand five hundred & twenty Dollars on account of the Recruiting service, to be distributed agreeably to your orders, for which sum you will likewise grant your duplicate receipts — In making your payments you will be carefull in taking duplicate receipts for each, holding the Officers accountable to the Accountant of the War Department, one sett of which is to be transmitted to this Office, accompanied by an Account Current stating the amount received and the payments made to each Officer, numbering the receipts agreeably to the entry in the account — the other sett you will withold in your posession as vouchers for your government when the Officers shall be called upon for a settlement. For the balance remaining in your hands you will be held accountable on the Books of this Office. Iam &^c W.
