Sir,
In answer to your letter of yesterdays date, I have to inform you that I have always considered and still do consider all the troops, that are stationed on the Islands in the harbour of New York, as belonging but to one post, and the Senior Officer, commanding therein, only to be entitled to the double rations allowed by the fourth section of the Act of the 3. March 1797, entitled "An Act to amend and repeal in part the Act intituled, An Act to ascertain and fix the military establishment of the United States."
