Sir I have received your letter dated the 23 Inst. enclosing the Bills therein mentioned I believe that you have calculated the pay of Capt Miller from 1st July 1793 to 31 March 1799 — As no settlement of his Recruiting account has taken place or any objections removed which I notified you of in my letter of the 8 March last I cannot account for your enclosing his pay in opposition to the directions contained in that letter — It will of course remain suspended until those accounts shall have been settled —
