Inclosed is a copy of a letter to General Lincoln, by which you will see, that it is intended to repair the Barracks on [undecipherable] Island and erect a new Barrack.
You will be pleased, without loss of time, to obtain from General Lincoln the necessary information to enable you to proceed immediately to engage workmen to make the necessary repairs, or to enter into a contract for the same, and to build the new Barrack. I expect the expence will be conformable to the Generals estimate, the amount of which I shall remit as soon as you inform me it is wanted to satisfy the contract, or to pay the workmen. The vouchers for your expenditures you will transmit to the Accountant of this department.
