An Agreement made by Mr John D. Boff of Newport State of Rhode Island, &c with James McHenry, Esqr Secretary of the War Department for the United States of America, viz:
The said John D. Boff contracts and engages to supply and deliver all the rations of provision that may be required for the officers and soldiers that may be stationed at, recruited, or marched through said Newport, Brinton's Point, Goat Island, and Providence, or any other place or places in said State of Rhode Island, from and after the last day of June next, until the first day of January, A. D. 1800 at the following prices, viz. For Eighteen ounces of bread or flour, (or when these cannot be obtained) one quart of rice or one and one half pound of sifted or bolted indian meal, 5 Cents; for one and one quarter pound of fresh beef, or one pound of salted beef, or three fourths of a pound of salted pork, 6 Cents and 5 Mills; for every half gill of rum or other spirits, one Cent 5 Mills; for four pounds of soap, one and one half pound of candles, two quarts of vinegar, and when fresh beef shall be issued two quarts of salt for every hundred rations, one cent for each ration, which is for the whole ration, with the component parts, as before mentioned, Fourteen Cents [blot]
It is further agreed, That if at any time from the said last day of June next, until the first day of January, A. D. 1800, there shall be any deduction from said ration, or any gratuity allowance of any part thereof, the said Boff agrees to allow for the deduction, or furnish the additional part or parts, at the same price or prices as before mentioned —
And it is further agreed, That if there should not be to the amount of fifty rations delivered per day at any one post, then said Boff is to have one cent per ration in addition, for each ration under fifty, which he shall so deliver — Newport, Brinton's Point, and Goat Island to be considered as one Post.
Said Boff contracts as above, on condition that the said James McHenry Esqr will supply said Boff with money from time to time, and that the accounts be settled, and the balance, if any, paid at said Newport quarterly, early.
It is also further agreed by the said Boff, That he will furnish for said officers and soldiers, straw, firewood, barracks, transportation, and whatever else may be required, and that he receive two and one half pr Cent on all monies that he may be supplied with, and pay, for these last mentioned purposes —
