I Certify that it appears by a certificate of Abrill Phister filed here of the Militia called out to Suppress an Insurrection on the Western bounties of Pennsylvania that there is due to Robert Moffatt Ensign in the 43rd Regt of Militia of the State of Maryland the sum of thirteen dollars, & 3¼ being for his expences whilst marching four quarters for said Baltimore on their march to suppress the said insurrection the vouchers for which were lost or mislaid by the said officer and which sum is payable transmitted to John Hillis pursersor at Baltimore to be by him paid to the said Ensign Moffatt.
