Dear Sir.
It being in contemplation to appoint the Officers to the eventual army I have written to Governor Davie to send me a list of proper characters and pointed out yourself [undecipherable] Small Mr Alfred Moore and Mr William B. Grove as [undecipherable: probable reading coadjutors] Have I done wrong to include you?
It is to be understood, that should the appointments be made the Officers are not to receive any pay or emoluments 'till it shall become necessary to raise the men and call them into service. The measure you well perceive is purely precautionary.
