War Department 14^th May 1799 Dear Sir I received your letter of the 26^th of April ulto. your request relative to Mr. Love arrived too late; notifications to the gentlemen appointed (to the New Regiments) in your State leaving this office some time previous thereto. It is likely however, that it will be in my power to attach Mr. Love, who belongs to the 4^th Regiment to Cap^t Bird of the same, who has been ordered by Lt. Col. Buller to Salisbury N. Carolina to recruit. This will perhaps accommodate him, if a short stay in North Carolina is his object. Lt. Rowan is arranged to a Southern Garrison, and to Cap^t M^cClellan's company Whether before the company gets to its station which is yet to be raised, he can be employed, will depend on Major [undecipherable] at [undecipherable: probable reading Pinckney]. It would be improper for me to interfere in a plan of arrangement after having consigned the execution of it, and a power to make necessary allegations to the General. Lt. Evans is attached to Cap^t Bird's company which is now at Winchester in Virginia. He has been ordered to join it. I shall send in a few days to Fayetteville tents clothing for a Regiment to the care of the gentleman at that place charged with the keeping of the muskets &c. Will you give him notice, that he may prepare a proper place for their reception. It being in contemplation to appoint the Officers to the eventual army I have written to Gov^r Davie to send me a list of proper characters, and pointed you out to him to advise with. I have also mentioned for his coadjutors Gov^r Spaight — General Smith & Alfred Moore. Have I done right? It is to be understood, that should the appointments be made the Officers are not to receive any pay or emoluments tho it shall become necessary to raise the men and call them into service.
