The Galley being compleated, Mr James Owner the Master builder is dismissed and paid in full for all his Services here together with an allowance for travelling expences to this place and returning agreeable to Contract —
By the last Post I informed the Secretary of War that the Galley was nearly compleated & urged a Necessity of her descending the Ohio in the course of this month or early in the next. I wish you would take the trouble of impressing him the propriety of making use of the [strikethrough: propriety of making use of the] present Season in [underline: at least] her passing the Rapids — In equipping the Galley, some things are wanting which cannot be procured at this place Viz — Cannon Cartridge paper, Cartridge & Whipping twine, one or two Mariners Compases Shore blocks and cordage for rigging and a 4½ Inch Cable — the present being too small for a Vessel of her Burthen —
