[Colonel [undecipherable]] 159 New York May 9. 1799 Sir, Inclosed is the assignment of his Officers by Col Hall to the Several Districts and Subdistricts. He informs me that [he] Ninian Pinckney has been nominated as [undecipherable] [Daniel] Hughes as Adjutant [strikethrough: [undecipherable]] Pay Master of the Regiment. I recommend [the Quarter] Master [for] confirmation. The other of his Regimental [Matter?] had not yet been nominated. Col [undecipherable: Nathan?] Rice informs [me] that [Lt?] Robert Duncan has been [nominated?] as Pay Master of his Regiment. I recommend a confirmation of him also — The Quarter Master, & Adjutant of this Regiment remain to be nominated. The following Regimental [Rendezvous?] rendezvous in addition to those heretofore [principally?] communicated have been [particularly?] designated; for Col Rice's Regiment the Town of [undecipherable] in the vicinity of Rhode Island, for Col Hunnewell's Regiment [the Town of?] [Berwick?] in [Maine?] [undecipherable] is rather likely [undecipherable] of [undecipherable]. And the Vicinity of [undecipherable] [definitely selected, for] [underline: Winchester] has been [undecipherable] the Regimental Rendezvous of Col[onel] Parker's Regiment. Col Hall thinks the vicinity of [undecipherable] [undecipherable] an [eligible?] rendezvous for his Regiment. [Besides?] geographical advantages he says it is healthy and tolerably cheap. Have you any objection to my encouraging the Commandant of Regiments, [under?] [particular?] [circumstances?] to prepare recommendations to vacancies, [strikethrough: [undecipherable]] under [just?] [restrictions?] as will leave the President completely free — Interested as they are in having well qualified persons under them as Officers, it seems to me there is no channel more likely to [produce?] fit characters.
