Articles of Agreement made on the fourth day of May, one thousand seven hundred and ninetynine, between Jedidiah Huntington, Collector of the District of New London, of the one part, and John & Amos Woodward of the town of New London in the state of Connecticut of the other part.
This Indenture Witnesseth. That the said Jedidiah Huntington, for and in behalf of the United States of America and the said John & Amos Woodward for themselves and their executors and administrators, have mutually covenanted and agreed, and do by these presents mutually covenant and agree to and with each other as follows:—
1. That the party of the second part, his executors and administrators shall supply as many rations to consist of the articles herein after specified, as shall be required for the use of the troops of the United States who may be at New London, in Connecticut, for and during the residue of this year 1799. For the due and faithful performance of the terms of this agreement, the said party of the second part is hereby for himself and his heirs bound unto the United States in the sum of 500 Dollars.
2. The ration shall consist of the following articles, viz. Eighteen ounces of bread or flour, or, when neither can be obtained, one quart of rice or one and a half pounds of sifted or boulted Indian meal, valued in either case at 6 Cents and 3/100 — one pound of salted beef, or three quarters of a pound of salted pork, or one pound and a quarter of fresh beef with two quarts of salt to every hundred rations of fresh beef, valued in either case at 7 Cents and 84/100 — Soap at the rate of four pounds, valued at 67 Cents, and candles at the rate of one pound and a half, valued at 29 Cents for every hundred rations, also rum, whiskey or other ardent spirits valued at one dollar and 33⅓ Cents per gallon, and vinegar valued at 24 Cents per gallon, whenever they, the two last mentioned articles shall be called for and issued agreeably to act of Congress.
3. That the said party of the second part shall provide and furnish all necessary articles in the Quarter Master and Hospital Departments, to be delivered at New London for the use of the troops aforesaid, and for which the aforesaid party of the second part shall be allowed at the rate of 2½ per centum commission upon the actual expenditures.
4. That the party of the second part shall receive from the United States Fourteen Cents 80/100 for every ration which he shall deliver at New London in pursuance of this Contract and shall also accrue payment for the spirit and vinegar issued at the rates above-mentioned.
5 That the party of the second part shall render his accounts for settlement at the Treasury once every three months, to be accompanied with the necessary vouchers, which vouchers shall consist of receipts or any other written evidence, signed by the commanding Officer at New London, specifying the number of rations and quantity of articles in the Quarter Master and Hospital Departments, which have been received for the use of the Troops at New London aforesaid.
6. That the party of the first part shall make such advances of money to the party of the second part, from time to time, as to him the said party of the first part shall appear reasonable.
In witness whereof the said Jedidiah Huntington on behalf of the United States hath hereunto subscribed his hand and affixed the seal of his Office and the said John & Amos Woodward have also subscribed their hand and affixed their seals the day and year above written.
