[Am Simmons Letter [undecipherable] Office [undecipherable: Nathaniel Leonard?] Albany [undecipherable] Lieu^t Nathaniel Leonard Albany] Department of War Accountants Office May 2^d 1799 On examining your Vouchers for Bounty paid the Men inlisted by you, find that you have in many instances paid them considerably more than the Sum allowed by law — An Abstract of the over payments is enclosed for your government — The law expressly says that each recruit is to receive but eight dollars until he joins the Regiment or Corps in which he is to serve; then the remaining five dollars is to be paid him; consequently I have only credited you with eight dollars for bounty of each of those Men whose names appears in the above mentioned Abstract.
