Sir,
In answer to your question of this morning permit me to inform you that the system I am pursuing calls for returns of all Military, Quarter Master, Clothing and Indian Stores and Goods received at and issued, expended & forwarded from all Garrisons, Forts, Arsenals, & Public Stores in the United States.
I am sorry to add that the tardiness of both real and supposed accountables in making Returns, greatly retards my progress. I can however with truth say that I have succeeded quite as well, as I expected considering all circumstances. When your plan is in operation I can do more, with infinitely less trouble.

I am favoured with yours of the 19th instance — Withrow is employed by Mr Harris, of course he cannot come to your assistance — but I will try to get some other person, and if successful will advise you. The remainder of the Swedish annuities are on the road, and will be with you soon — I wish to forward quickly and with care the enclosed letter to Mr. Ernest which contains accounts respects on account of the Shipwrights employed at Detroit, and as their line of engagement is nearly expired these documents may be wanted —
