Berks County Apr. 18. 1799 Sir On the 10 Inst. I rec'd a quantity of blank pay roles, and this day have rec'd a supply of blank rec.^t roles from your office — In my letter of the 8 Inst. I requested you to give me Instructions to govern me in my payments — Nothing of the kind has come to hand — A Muster of the Troops has [n lately] taken place, and I find from the Rolls, that each Troop of Dragoons have a [undecipherable] Muster, persons [undecipherable] them [undecipherable] as Surgeon, & [undecipherable] two Lieutenants — I have not attended [undecipherable] to the acts of Congress or their [undecipherable] letters, & at [strikethrough: [undecipherable]] [undecipherable] which I think is impracticable; I therefore beg that you will inform me early, the number of Officers and their respective grades, and pay p. Month [strikethrough: That] each Troop are legally entitled to, be pleased also to mention the noncommissioned Officers & Privates with their pay, distinguishing between the W.S. Volunteers & the Militia Militia — Please to [undecipherable] the allowance for the use of the horses & c., the price of the rations, the principles on which my payments are to be made, the form of Vouchers &c; In short, I beg you to furnish me with the instruction necessary for my government — I presume I shall be at Reading on the 20^th & a payment must take place immediately after — I therefore hope these instructions may not be withheld. — I am Sir your ob't Serv.
